The Wisconsin Department of Administration (DOA), Division of Personnel Management (DPM), Region 3 is currently recruiting to fill a Human Resources Specialist position.
This position is located at the Department of Children and Families (DCF).

This position may allow remote work for a portion of the work schedule up to 95% depending on the employee's preference and needs of the work unit.
Any remote work flexibility that may be available will be discussed in more detail in the interview process.
For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice.
There is no mileage reimbursement when traveling to the headquarter location.
Our DCF locations are in the following cities:
Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander.
Employees need to report to the 201 W.
Washington Ave.
Madison, WI office or the 635 N 26 St.
Milwaukee, WI office on their first day for onboarding and orientation.
High speed internet access is required to meet the needs of remote work.
Position Summary The HR Generalist serves as the initial point of contact and primary HR representative to their assigned employing units performing all HR functions.
The position functions as a Human Resources professional and handles personnel responsibilities with a high degree of independent judgment and in accordance with complex rules, statutes and other applicable policies.
This position is responsible for the provision of technical and professional human resources services and consultation to employees, department managers, and human resources representatives in areas of recruitment and staffing, classification and compensation, and Employment Relations and Performance Management, FMLA, and Reasonable Accommodations.
This position will also serve on internal and external policy and procedure workgroups, preparing responses to open record requests, and assisting legal counsel with responses to various inquiries and legal challenges.
At this level, the work involves the full scope of professional level professional personnel management.
In performing assigned duties, the HR Specialist works closely with a wide variety of employees including staff, managers and upper-level management within the assigned division(s), and the Office of Legal Counsel (OLC).
The HR Specialist must work proficiently at all levels of the Agency and provide division management advice on sensitive personnel issues that have a direct impact on the employee/employer relationship.

Salary Information The classification title for this position is Human Resources Specialist.
The starting salary is between $28.
00 and $35.
00 per hour ($58,240 and $72,800 annually), depending on qualifications.
Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment.
The pay schedule/range is 81-04.
A one-year probationary period may be required.
Job Details Due to the nature of the position, final candidates may be required to allow DOA to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications Minimally qualified applicants will have:
Experience managing and performing full cycle recruitment/staffing activities (posting jobs on external recruitment sites, job analysis, developing assessments, running background checks, developing interview questions, processing new hire paperwork, analyzing salary recommendations, etc.
) Experience providing consultation/technical assistance on human resources topics to others Experience analyzing and interpreting policies, laws, regulations and providing recommendations to customers Experience working with employment relations and disciplinary procedures Well-qualified applicants will have:
Experience working in public sector HR Experience working with PeopleSoft to perform HR functions (p-file uploads, position maintenance, job postings, etc.
) Experience administering Family Medical Leave Act (FMLA), both Federal and Wisconsin (e.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
