Program Management Officer

The incumbent serves as the Program Manager Officer for Primary Care at the Green Bay HCC as well as at the Cleveland Community Based Outpatient Clinic (Small Primary Care/Mental Health Clinic). The incumbent assesses, plans, implements, evaluates patient care programs and initiates changes in the system for delivering patient care based on current concepts and findings from research and/or studies. The incumbent is responsible for the implementation and management of Primary Care within the Division by utilizing the Patient Align Care Team principles to improve access and clinical care. These clinics support 20 Primary Care Teams, that have more than 12,000 veterans enrolled. Major Duties:
-Responsible for planning, organizing, directing and controlling an integrated primary care program. Provides guidance on all aspects of clinic operations. Assures appropriate interface of this satellite clinic program with other medical center programs as well as VISN-wide initiatives. Is responsible for supervision of all clinic employees, volunteers and contracted services. -Facilities performance improvement and resolution of employee performances issues. Promotes significant contributions to professional disciplines to enhance quality of care and productivity of providers. Develops and implements programs to improve patient care. -Acts as a representative of the NEWAC Chief & Hospital Director in labor relations issues, and coordinates activities relating to position descriptions, performance evaluations, award nominations, credentialing procedures, and maintaining staff competency records. -Personally, communicates with congressional organizations in areas concerning policies and procedures and prepares correspondence for signature of the Hospital Director when necessary. Evaluates and keeps the NEWAC Chief and Hospital Director informed of veteran and public attitudes toward the clinic. Assists Voluntary Service manager, Service Organizations and County Veterans Service Offices in planning and coordinating activities and programs such as volunteer recognition ceremonies or Service Organization meetings. -Makes clinic-wide evaluation of programs, reports on study results, plans and institutes procedures and methods. Evaluates and keeps the NEWAC Chief informed of veteran and public interests and executes a program of action or makes recommendations in accordance with governing policies to enhance the operations and image of the clinic. Coordinates the various CFC, bond, or blood drives supported by management. -Monitors and forecasts workload variations and trends; reviews and assures accuracy of all clinic reporting responsibilities, especially clinic visits, encounter sheets, and coding. Works closely with Clinic Physicians and Nursing staff on clinical issues and with other Hospital level officials on administrative and eligibility matters. -Monitors and forecasts Fund Control Point and General Post Fund activity at the clinic and acts as approving official for expenditures as specified. Serves as primary FCP official. Prepares and documents requests for increases or decreases of funds for approval by higher level management officials. Provides advice, assistance, and support to the Regional Operations Administrator and other Hospital/VISN Service Line representatives in the development of all budget requests and related supporting documentation. -Monitors equipment utilization within the clinic; reviews requests and justifications for equipment and supplies from all sections of the clinic, assures proper utilization and maintenance of equipment; and assists in the prioritization of equipment requests within the clinic. The incumbent will be responsible for ensuring timely and complete provision of services. -Assists the NEWAC Chief in resolving complex and difficult problems utilizing available resources (i.e., personnel, space, funds, supplies and equipment) and establishes priorities for the allocation of these resources, based on program needs. -Develops and updates policies and procedures related to the administration and operation of the clinic and assures compliance with the mission, goals and policies of the Clinic and Hospital. -Reports safety hazards, accidents and injuries. Familiar with hazardous materials, Safety Data Sheets (SDS), and waste management procedures. Follows Emergency Preparedness plans. Follows building security policies/procedures. Complies with federal, state and local environmental and other requirements preventing pollution, minimizing waste, and conserving cultural and natural resources. NOTE:

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mauture, flexible, sensible individual capable of working effectively in stressful situations, able to shift priotrites base on patient needs.
