This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) located in Green Bay and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment (DME) in the assigned area(s). - Manages and controls an assigned class of expendable material for a VA HCS and supported catchment area. - Recognized as an authority on expendable (EX) commodity management and serves as a subject matter expert to all services and service lines. - Acts as a central point of contact for the coordination of commodity support and the resolution of logistics problems across organizational lines. - Acts as a focal point for new EX supply procedures. - Makes decisions and commitments for the medical center on medical/surgical supplies that materially affect the VA HCS' ability to provide medical care to Veterans. - Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. - Utilizes performance measures to conduct forecasting and quantitative analysis. Develops Standard Operating Procedures (SOPs). Promotion Potential:

Applicants who are current Federal employees and have held a GS5 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS7 position you must have served 52 weeks at the GS5 position. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
Must have one full year of specialized experience equivalent to at least the next lower grade (GS-05) in Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes, but is not limited to:
Knowledge of planning and inventory management systems and the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action. Maintaining inventory control records in an automated system; searching for information and the ability to prepare and analyze reports. Possessing knowledge of technical characteristics and uses of medical and non-medical devices and knowledge of the GIP or similar EX inventory management system and the ability to use various computer database applications and office software programs. Using bar code scanning equipment for inventory control purposes; and the ability to maintain and retain supply records. OR EDUCATION:
Must have 1 full year of graduate level education or superior academic achievement. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and be related to the position. TRANSCRIPTS REQUIRED. Superior Academic Achievement is based on class standing, grade-point average, or honor society membership. Class Standing - Applicants must be in the upper third of the graduating class in the college, university or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point Average - Applicants must have a grade point average of 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major filed completed during the final 2 years of the curriculum. Election to membership in a National Scholastic Honor Society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. OR COMBINATION:
Must have equivalent combinations of specialized experience and successfully completed education as listed above. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. Physical Requirements:
Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
