This position is organizationally aligned under the North East Wisconsin Ambulatory Clinics (NEWAC Division) and located at the Milo C. Huempfner Outpatient Clinic (MCH OPC) in Green Bay, Wisconsin, a complex ambulatory outpatient clinic affiliated with the Clement J. Zablocki VA Medical Center, Milwaukee, WT. (695) - a Level la Complexity VHA Facility. This position will become a purchase card holder who fulfills acquisition requests under the federal micro-purchase threshold, ensuring these purchases are procured in accordance with Federal and VA regulations, policy and procedures. Maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities at a VA Health Care System and supported catchment area Major Duties:
Advises approving officials and purchase card holders on purchase card program, procurement procedures and responsibilities. Answers telephones and refers calls. Conducts purchasing under the micro purchase threshold. Coordinates sources of supplies and acceptable substitutions. Initiates and provides training to acquisition and technical staff on the procurement process. Utilizes various web-based applications to identify required sources of supply. Collects data to determine price reasonableness. Identifies factors to determine the best offer applicable for procurement Monitors purchases and reconciles credit card billing statements. Develops reports and spreadsheets, obtains and organizes files, and retrieves reports for briefings and presentation purposes. Plans and coordinates actions to prevent, correct, or resolve delays or misunderstandings in the purchasing process. Work Schedule:

Experience:
Applicants must have one full year of specialized experience equivalent to at least the next lower grade level (GS-4) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes:
Knowledge of VA and Federal Acquisition Regulations, Public Laws, published guides, directives, and procedures; make purchases involving specialized requirements and/or commercial requirements; skill in analyzing descriptions that have unique aspects and many critical characteristics to identify problem areas; knowledge of price analysis techniques and acquisition causes. OR Education:
Successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.(TRANSCRIPT REQUIRED) OR Combination of Experience and Education:
Combination of specialized experience and successfully completed education as described above. (TRANSCRIPTS REQUIRED) For GS-5 level positions, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
